Washington DC – Ryan Costello, Policy Director with National Iranian American Council Action, released the following statement in support of a letter from the Chairman of the Foreign Relations Committee, Senator Bob Menendez (D-NJ) to the Biden administration urging they significantly ease the process for Iranians to come to the United States amid the Iranian government’s brutal crackdown on its citizens. Menendez’s recommendation suggests adopting a form of “humanitarian parole” for Iranians, which would grant eligible individuals temporary admission to the United States without a formal visa:
Back to top“The Iranian people have demonstrated incredible resilience and bravery in the face of a violent, brutal crackdown and the United States must take steps to support them during this time. We applaud the letter, led by Senator Menendez, to the Biden administration urging that they implement a system of humanitarian parole for Iranians.
“One of the National Iranian American Council’s top priorities amid the protests has been to convince policymakers to expedite visas and refugee processing to ensure that as many Iranians are able to get to safety as possible. When presented with clear threats to the safety of Ukrainians amid Russia’s invasion, the Biden administration moved swiftly to set up an expanded humanitarian parole process. Humanitarian parole is a tool, used at the administration’s discretion, to grant temporary admission to individuals who would otherwise be ineligible for a visa, but who are deemed to have a compelling humanitarian need to enter the country. It only makes sense to replicate this system for other populations at severe risk from a brutal authoritarian government, including the people of Iran.
“As Iranian demands for freedom and self determination have been met with brutality in the streets, long prison sentences, torture and even executions, many Iranians have been forced to flee the country. While the Biden administration has been slowly enhancing its visa processing after the Muslim ban and global pandemic, far more needs to be done to meet the present crisis. The Biden administration should move swiftly on this proposal from the Senate Foreign Relations Committee Chairman and ensure that we support the Iranian people not just with words but by welcoming Iranians in need into our country.”
“Granting humanitarian parole could offer safe haven for those who are at risk and provide them with an opportunity to seek asylum and safety. Additionally, humanitarian parole can send a powerful message of support for protestors and their cause. This act would send a signal to Iranian people that the United States stands in solidarity with them and is here to offer them support in a time of crisis.
“Notably, parole is considered on a case-by-case basis, and if granted, it is authorized only for a temporary period, specifically noted by DHS. Although parole allows an individual to lawfully enter and remain in the United States, the parolee technically remains an “applicant for admission.” Essentially, parole functions as a legal fiction, acting as if the foreign national has remained at the U.S. border despite having entered and resided within the territory of the United States.

پس از تهاجم روسیه به اوکراین و به خطر افتادن امنیت مردم اوکراین، دولت بایدن به سرعت برای ایجاد یک روند گسترده مجوز مشروط بشردوستانه حضور در آمریکا برای مردم اوکراین اقدام کرد. مجوز مشروط بشردوستانه حضور در آمریکا ابزاری است که بنا به صلاحدید دولت برای اعطای پذیرش موقت به افرادی استفاده می‌شود که واجد شرایط دریافت ویزا در حالت عادی نیستند اما به دلیل خطراتی که آنها را تهدید می‌کند، از منظر بشردوستانه نیاز به ورود به کشور دارند.
منطقی است که این سیستم را برای سایر افراد از جمله ایرانیانی که در معرض خطر شدید از سوی یک حکومت استبدادی بی‌رحم هستند؛ تکرار کنیم.از آنجایی که خواسته‌های ایرانیان برای آزادی و به رسمیت شناخته شدن حق تعیین سرنوشت شان با سرکوب شدید در خیابان‌ها و احکام زندان طولانی، شکنجه و حتی اعدام مواجه شده، بسیاری از ایرانیان مجبور به فرار از کشور شده‌اند. در حالی که دولت بایدن به آرامی روند صدور روادید را پس از لغو قانون ممنوعیت مسلمانان و همه گیری جهانی افزایش داده است، برای مقابله با بحران کنونی ایران باید کارهای بیشتری انجام شود. دولت بایدن باید به سرعت در مورد این پیشنهاد رئیس کمیته روابط خارجی سنا را اجرا کرده و نشان دهد که حمایت ما از مردم ایران تنها به گفتاردرمانی محدود نمی‌شود و ما از ورود ایرانیان نیازمند به کشورمان حمایت می کنیم.
اعطای مجوز اقامت مشروط بشردوستانه می تواند پناهگاه امنی برای افراد در معرض خطر است و فرصتی برای پناهندگی و امنیت برای آنها فراهم می‌کند. همچنین این مجوز مشروط بشردوستانه، پیام قدرتمندی برای حمایت از معترضان و آرمان آنها است. این اقدام به مردم ایران پیام همبستگی ایالات متحده را ارسال می‌کند وب
