“Certainly sanctions have sharpened the focus and sharpened the choices of Iranian decision makers inside of Iran, but I think to attribute it only to sanctions would be a mistake because President Rouhani, his Foreign Minister Javad Zarif, have a track record, only ten years ago, of pursuing a similar opening with the United States,” said Reza Marashi.
