Reza Marashi, research director of the National Iranian-American Council, said he believes the last-minute intransigence shown by envoys is a tactic. “Both sides have more maneuvering ability in their negotiating position than they are willing to let on, and I think they’re saving this bargaining chip until the very end to try and maximize the amount of concessions they can get,” he said in an interview on the sidelines of the talks in Lausanne.
