After Rouhani’s mother died, Kerry paid his respects to Rouhani’s brother, a member of the Iranian negotiating team. Reza Marashi of the National Iranian American Council told CBS News the gesture speaks volumes. “Eighteen months ago, not only would that have been impossible, it would have been illegal under American law because of the no-contact policy,” Marashi said. “So this is just a small point that shows the tremendous progress that has been made.”
